In December the US Department of Commerce finalised the tariffs it proposed last summer on Chinese modules and Taiwanese cells, but those tariffs could not go into effect until the ITC had found that US manufacturers had been materially harmed by those products.
The ITC on Wednesday voted 5-0 against Chinese module makers and 4-1 against Taiwanese cell producers, according to SolarWorld Americas, which spearheaded both US trade cases against Chinese PV manufacturers over the past two years.
