The US Department of Commerce (DOC) could increase preliminary countervailing duty (CVD) rates on Chinese crystalline silicon solar cells from Trina and Suntech to 5.81% and 3.44%, respectively, after ongoing investigations identified the discounted electricity and government grants discovered after the preliminary CVD determination.

Duties on equipment from other manufacturers would be increased as well, as rates are based on those established for Trina and Suntech, two of the world's largest solar manufacturers.
