In December, the European Commission started an expiry review of the EU's anti-dumping measures and minimum prices on Chinese PV kit, meaning these measures will automatically stay in force until early next year.
"The punitive duties have not fulfilled their purpose: European module manufacturers continue to lose ground. Their production volume and market share have decreased," said Holger Krawinkel,a spokesman for SAFE, which is lobbying to end trade restrictions on Chinese panels"
Chinese companies, however, use scale effects; a supply chain in which raw materials are easily and locally available; and standardisation to produce at lower costs, he told a press conference in Berlin.
