OCI Solar Power – a US-based subsidiary of South Korean polysilicon giant OCI Corp. – has had more than its share of headaches since clinching a sweeping deal with CPS in 2012.

As part of that deal, OCI committed to building 400MW of utility-scale PV capacity and creating 800 jobs with its partners in and around San Antonio. In exchange, CPS, San Antonio's municipal utility, agreed to buy the full output from OCI’s projects over the next 25 years for an undisclosed – though it insists “competitive” – rate.
