The Clean Energy Jobs Act, SB 921, was approved 31-14. The House passed its own version (HB1106) last month 92-43.
Representatives from the two chambers will now meet to unify language in a single bill and then send it for consideration to Governor Larry Hogan, a Republican, who took office in January.
His administration has not taken a position on the bill.
