The two partners built the 2.3MW array on a reservoir west of Osaka in Kasai, Hyogo prefecture.
Kyoto-based Kyocera supplied the PV modules, TCL said in an online statement.
Regional utility Kansai Electric Power will purchase the electricity.
In April, Kyocera TCL Solar finished building 2.9MW of floating PV at two sites in Kato, Hyogo prefecture.
Kyocera and TCL plan to jointly install 60MW of floating solar at 30 locations throughout Japan by the end of 2015.
