The Kyoto-based electronics group will develop the ¥35bn ($284.5m) project in cooperation with engineering specialist Kyudenko, property firm Century Tokyo Leasing (CTL) and Gaia Power.
Kyocera will supply the PV modules.
Construction is expected to start in the second half of fiscal 2016.
The plant — to be built on a 494-acre site spanning the towns of Kanoya and Osaki, both in Kagoshima prefecture — will annually generate enough electricity to cater to the needs of roughly 30,500 homes.
