German legislation foresees a monthly degression of 1% for rooftop PV installations, which can be higher if new installations overshoot a government-set corridor of 2.5GW to 3.5GW per 12-month-period.
In the October 2012 to September 2013 period, Germans placed 559MW more solar panels on their roofs than targeted by the government.
That was, however, a far smaller excess in installations than in the previous 12-month-period, when 1.5GW
