EU member states enshrined disappointingly low PV targets in the National Renewable Energy Action Plans they submitted to the European Commission several years ago, due in part to the higher cost of solar energy at that time.
Taken together, those action plans envisage the EU deriving less than 2.4% of its electricity from PV in 2020 – a figure used by many grid operators and regulators in their long-term planning.
