Launched in 2005, the EU Emissions Trading Scheme (ETS) is an international system for trading greenhouse gas emission allowances that set out to do just this. It was a noble idea, but the ETS has largely failed to achieve any of its expected results.
Last year, the European Commission embarked on reform of the scheme, presenting a real opportunity for renewables.
