President Fida Hossain says the company is in negotiations for $20m in financing from private and public sources to build the proposed 38,000 square-foot facility, with construction scheduled to begin in the fourth quarter.
The project will create about 250 construction jobs during the building phase and about 130 direct jobs within the next five years.
Plant completion is targeted for July 2010.
