The anonymous business is described as a "prominent private group which has ventures across manufacturing, chemical, insurances, transport and real estate".
Financial details of the deal were not disclosed, but the project in Chonburi province, Thailand, is said to be worth more than $A300m ($265m).
Eco-Kinetics, a wholly-owned subsidiary of Sydney-based CBD, has signed a turnkey contract for the plant.
This covers the design and construction of the facility, equipment supply and operating and maintenance requirements.
