The measure involves the PIS/Pasep and Cofins taxes, which are used to finance welfare programmes. It had been foreshadowed by Brazilian mines and energy minister Eduardo Braga earlier this year as part of a package to kick-start the net-metering programme, which had been stalled since 2012 because of high taxes and other technical and bureaucratic problems.

With the changes, power regulator Aneel forecasts that Brazil could reach close to 3GW of rooftop PV by 2023 from 700,000 arrays.
