Total investment is estimated at $1.4bn, the provincial government said in a statement.
The project would be divided into three stages: two 300MW facilities – one in Villa Unión and one in the provincial capital of La Rioja – and a 100MW plant in Chamical.
The provincial government is trying to boost renewable energy in region to around 1.4GW.
La Rioja is already home to the 50MW Arauco wind farm, which is being expanded by 50MW, and for which the provincial government said it obtained financing from China to add another 100MW.
