“We are clearly not expecting a final agreement but the objective is to reinvigorate the UNFCC process and regain momentum, with a view to reaching full agreement in South Africa next year” says Huhne.
The UK, in line with the rest of the EU, is willing to sign up for a second commitment period under the terms of the Kyoto agreement, but that this requires that developing countries also sign up to a parallel legally binding agreement based on pledges made as part of the Copenhagen accord.
