The Spanish wind industry says the measure will cost it €241m ($316m) in 2013, and criticised ministers for not consulting it.

The tax is a bid by the government to close Spain’s €24bn so-called “tariff deficit”. The deficit is a shortfall created as a result of the difference between generating costs and consumer tariffs.

There was widespread speculation in Spain before the announcement that there would be variable tax rates for various technologies – with wind reportedly facing an 11% levy.
