The effort has been in the works since October when Democrat Senator John Kerry and Republican Senator Lindsey Graham teamed up to take a fresh approach to climate and energy legislation that they hoped could attract bipartisan support. They were later joined by Independent Joe Lieberman and the trio have been working behind the scenes on a bill while Copenhagen came and went and political divisions over climate change – among a host of other issues – have grown more intense.
