The money comes from the Fossil Fuel Levy (FFL) that is paid by generators non-renewable electricity, with the intention of providing a financial boost to green energy producers.
Current UK Treasury rules mean that any FFL money released would have to take the place of other funds marked for Scotland, rather than being an additional windfall.
In order to enable the FFL funds to be used for renewables projects in Scotland, Alistair Darling, the UK’s Chancellor of the Exchequer, would have to increase the so-called Departmental Expenditure Limits for Scotland – in effect boosting the total funding for Scotland as part of this year’s fiscal budget.
