Targets for wind power and renewable heat will not be achieved, and the fulfilment of the Kyoto targets depends heavily on the purchase of carbon credits.
Carbon dioxide (CO²) emissions increased by more than 8% between 1990 and 2008, and are expected to remain stable or rise further towards 2020 if no new measures are taken.
