Northern Ireland’s new environment minister Edwin Poots announced the strategy, known the Policy Planning Statement 18 (PPS18), while touring a Balcas-owned woodchip factory in Enniskillen.

Poots faces a challenge in living down his predecessor Sammy Wilson, a notorious denier of man-made climate change and ardent fan of nuclear energy. As recently as February, Wilson gained international attention for blocking the broadcast of climate-change advertisements on television in Northern Ireland, referring to them as propaganda.
