The review process is one factor delaying the realization of gigawatts of renewable energy projects in the province and the new rules have already sparked at least one lawsuit.
Other factors include an immature development industry, arduous permitting and interconnection processes and insufficient financing. Developers say a lack of made-in-Ontario equipment could further impede the market as more projects enter construction in the coming two years.
