Similar to a UK bill passed in late 2008, the draft legislation targets an 80% emissions reduction by 2050 compared to 1990 levels, with an interim target of 30% by 2020.
“We have been living in the carbon equivalent of a property bubble,” says Irish Labour Party leader Eamon Gilmore. “Ireland is the fifth highest emitter per capita of [greenhouse gas emissions] in the world, and the second highest in the European Union.”
