The Council calls on developed countries to match its offer to cut emissions by 30% from 1990 levels by 2020, urges developing countries to pledge emissions cuts ahead of the summit and says the International Panel on Climate Change (IPCC) should call for a 10% cut in global aviation emissions from 2005 levels by 2020.

Following its environment meeting in Luxembourg on 21 October the Council says that it welcomes the recent recognition by the G8 that developed countries should reduce their emissions in aggregate by 80% or more in order to achieve a 50% reduction in global emissions by 2050.
