GHG emissions fell 1.3% in the EU-15, consisting of mostly larger economies, and 1.5% for the whole of the EU’s 27 countries, according to preliminary figures published by the European Environment Agency (EEA).
Based on these estimates, emissions stand approximately 6.2% below the Kyoto base-year emissions (1990 for most countries) in the EU-15, and 10.7% below for the EU-27. The EU is committed to reducing its GHG emissions by 8% below 1990 levels over the course of the 2008-2012 period under Kyoto.
