Australia’s embattled environment minister Penny Wong last week put forth draft laws outlining the ETS. The laws target cutting emissions 5-15% from 2000 levels by 2020.

The ETS laws would be the world’s broadest, covering 75% of Australia’s emissions. Prime Minister Kevin Rudd’s centre-left ruling party wants them implemented by July 2010.

But an unusual coalition of Greens and Conservatives have banded together in their efforts to torpedo the ETS – albeit for very different reasons.
