The American Power Act was introduced in May by Kerry, a Massachusetts Democrat, and Lieberman, a Connecticut Independent. It aims to lower heat-trapping greenhouse gas emissions blamed for global warming by 17% by 2020 from 2005 levels, and 83% by 2050.
