The row is yet another barrier to new renewables that has already caused controversy between utilities and the wind industry in coal-dependent Poland.
The draft renewables law, written by the Ministry of Economy, aims to direct so-called “substitution fees” — paid by energy suppliers that do not meet their renewables quotas — towards green investment, via the National Fund for Environmental Protection and Water Management.
