The South American nation has moved quickly and aggressively with its biodiesel program. The mandate began with a 2% blend in 2008 and zipped to 3% by mid-year 2008 and 4% in July 2009.
The moves appear to be in response to excess capacity and high costs for feedstock, which is largely composed of soya. In addition, Brazil imports about 13% of its diesel.
