Sergej Martynow, the minister of foreign affairs for Belarus, signed the treaty establishing Irena during a visit to Germany.
The addition of Belarus brings the number of signatory states to 76.
Irena was established as a counterweight to the International Energy Agency (IEA), which is viewed by many environmentalists as being beholden to the oil and gas industries. Nevertheless, it lacks a number of key nations on its roster, including the US, UK and China.
