On 16 August, climate change minister Penny Wong issued a statement indicating that the RET would be put before legislators separately from the Carbon Pollution Reduction Scheme (CPRS).

The CPRS, which includes plans for a nationwide cap-and-trade scheme in addition to other measures supporting renewables, was defeated in the senate’s upper house on 13 August in a vote of 42-30. Both conservative opponents and Australia’s Green party banded together to sink the bill.
