Prime Minister Kevin Rudd has long insisted that the suite of legislation, known collectively as the Carbon Pollution Reduction Scheme (CPRS), be passed by June. Rudd says the earlier the cap-and-trade scheme is implemented, the sooner the Australian economy can adjust, and the more influence Australia will have at the bargaining table in Copenhagen, where a successor treaty to the Kyoto Protocol will be sought.
