Nations were urged to take decisions, even if not ideal, as years of negotiations have yet to get anywhere.. "I repeat, we cannot let the perfect be the enemy of the good. Action now and agreement and movement on as many as issues as possible must be our aim," said Ban. "We do not need final agreement on all the issues, but we do need progress on all the fronts."
US dismisses Chinese offer on carbon targets
As the high-level talks at the COP16 meeting in Cancún officially opened on Tuesday, leaders were still calling for a breakthrough. China was being lauded for its flexibility, but the US was seen as too rigid - expressing doubts that differences over core issues could be overcome by the end of negotiations on 10 December.
