A year after failure at Copenhagen, UN Secretary-General Ban Ki-moon urged all nations to reach a breakthrough, warning that the poor and vulnerable cannot wait for a perfect deal. He rightly points out that business as usual cannot be tolerated.
The world is losing patience
China appears to have been taking a more constructive approach at the UN climate change talks in Canc ún than it did in Copenhagen when it was cast as the wrecker. US climate change envoy Todd Stern keeps repeating that America will not support deals on climate aid and technology transfer unless there is progress on verification. But for China, and other emerging economic powers such as India and Brazil, the issue is hugely sensitive.
