"I know what government is, and I conquered it," says Prates, who works as a bit of a lone wolf. Still, much work lies ahead. He realises that some of the farms contracted at last year's tender won't go up. "We know that, but sooner or later, they will go to someone who will build them. I don't say the tender was a success.

Rio Grande do Norte won the lion's share of the contracts awarded at Brazil's first wind tender. The northeastern state boasts strong winds and capacity factors of 50%, but its energy secretary, Jean-Paul Prates, is acclaimed as the driving force behind its success.
