The Spanish government is in the "final stages" of drawing up rules to regulate the wind industry after 2012, Energy Secretary Fabricio Hernández told a conference in Madrid.

"We are in the final stages of elaborating important norms for the sector, like the remuneration frameworks and the new renewable-energy plan," says Hernández.

He adds that the regulatory framework will be "stable, predictable and flexible", but does not say when it will be published.
