Carbon capture and storage (CCS) is "dead in the water" in Germany after the introduction of a law allowing the 16 federal states to decide for themselves whether to allow CCS installations. Industry observers were shocked - and major utilities dismayed - after Chancellor Angela Merkel's government unveiled its long-awaited CCS bill in late April and included the provision allowing states to veto projects.
