Seattle: While Congress remains focused on deficits and spending, work continues on developing a policy that could be the most important driver for renewable energy in the years ahead.. Senators Mark Udall and Tom Udall, cousins and Democrats from Colorado and New Mexico, respectively, introduced legislation last week to create a 25% federal Renewable Energy Standard (RES) by 2025.
Their proposal differs in important ways from the plan articulated by the Obama administration for a Clean Energy Standard (CES) of 80% by 2035.
