Controversial local-content provisions in Ontario's feed-in tariff (FIT) will not derail the province's offshore wind ambitions, but they will stunt the sector's development, according to a new analysis. The provisions, intended to maximise local job creation, represent "both an opportunity and a constraint" for Ontario's nascent offshore industry, says the Conference Board of Canada, an Ottawa-based think-tank.
