Seattle: The uncertainty hovering over America's largest renewable-energy market has nearly cleared, thanks to the California legislature's passage this week of a 33% renewable-energy mandate. The "33% by 2020" target bill, passed easily by the state Senate in February and the Assembly on Tuesday, is expected to be signed into law by Governor Jerry Brown. He campaigned on a platform of strengthening the state's leadership in renewable energy, but did not explicitly endorse this bill, known as SBX1-2.
