Regulations for the third phase of the ETS could mean that Haiti is the only country in the region able to sell UN Clean Development Mechanism (CDM) credits, says Maria Netto, of the Inter-American Development Bank.
But Arnold Jacques de Dixmude, of the EU delegation to Brazil, says the rules will not be so strict. While priority will be given to lesser-developed countries, Haiti is not the only potential beneficiary, says De Dixmude.
