The benchmark Dec11 EUA contract rose to its highest level since mid-May 2009 because of the crisis in Japan.. The German government's decision to shut seven nuclear power plants for three months, pending safety reviews, led to analysts estimating that eight million extra tonnes of CO 2 would be emitted over that period, as the generation shortfall would probably have to be filled by fossil-fuel-powered generation.
