Under Treasury pressure it looks as though the bank will initially be set up as a more limited fund, unable to raise finance by issuing "green bonds" to back projects. That is bad news, as the potential for the bank to help offshore wind, or any expensive renewables projects, will now be far more constrained. In what may seem a Scrooge-like approach, UK Energy and Climate Change Secretary Chris Huhne has backed down from his exuberance about expanding the role of the proposed green investment bank.
