The EU could cut carbon emissions by 25% below 1990 levels by 2020 to meet long-term climate goals, a draft legislation paper recommends. However, the European Commission documentdoes not make concrete proposals to move from the current 20% figure to a new target.

"Analysis shows that the cost-efficient pathway to the necessary reduction in 2050 requires a 25% domestic reduction in 2020," says the paper, which was released on 8 March after a version had been leaked weeks earlier.
