A handful of developers are advancing wind projects in Baja California, the Mexican state that forms the northern half of the peninsula of the same name that juts down from the US border. Close to California's voracious renewable-energy market and scoured by winds rated excellent to superb, particularly along the Sierra de Ju á rez mountain range, Baja would seem an ideal location for development.
