E.ON has started early consultation over the plan, which would see Camster 2 built near the existing Camster wind farm near Wick, Caithness.
The operational 50MW Camster phase has been up and running since earlier this year using 25 Vestas wind turbines.
E.ON is preparing a scoping document for local statutory bodies and will hold a project meeting for local people next week.
