China had threatened the duties in what could have been seen as a tit-for-tat reaction to EU anti-dumping tariffs on Chinese PV kit.
The measure would have hit German polysilicon maker Wacker Chemie hard. But China would also have harmed its own PV module-makers, as duties would push up the price for polysilicon, which companies need as a raw material for solar panels.
