The eight-pointplan includes a predictable political framework, “free and competitive”markets, guarantees of origin and support for 2030 emissions-reduction targetsfor Europe.

In the caseof renewables, EEX urges expansion via a market-based approach that it sayswill result in price signals “that will become the basis for decisions regarding thebehaviour of operators of renewable energy plants, and will lead to a strongerfocus on demand”.

EEXsaid the capacity mechanisms to ensure flexible generation availability thatare being considered by several countries – including Germany – should be a“last resort”.

The
