The state government had pledged that 20% of diesel bought by state agencies would be the biofuel by 1 June this year.
A report from the state's General Administration (GA) earlier this spring found that only 2.1% of government diesel purchases in the second half of 2008 were biodiesel. The GA recommended delaying the 1 June target for a year.
