The Quang Ngai plant is the second of PetroVietnam's three planned biofuel refineries, and will be capable of producing 100 million litres a year when it is opened in early 2011.
The company’s first $80m plant, in the northern province of Phu Tho, is expected to open its doors for business by the end of 2009. A third plant, planned for the southern province of Binh Phuoc, will enter construction next year.
