The $149bn American Workers, State and Business Relief Act sponsored by Senator Max Baucus, a Montana Democrat, now moves into conference where House and Senate negotiators will enter conciliation over a final version.
Once this happens, the bill will must be approved by both chambers and then would go to President Barack Obama, who is expected to sign it into law.
